With more than 37 years of ratemaking experience, Paul oversees the day-to-day operations and performance of the Valuation and Rate Practice, which conducts depreciation and rate studies and other ratemaking services for water, wastewater, gas and electric utilities, pipelines, and railroads.
His expertise includes the development of revenue requirements, allocation of cost of service, and the design of customer rate schedules. Paul has presented expert testimony in more than 115 rate proceedings in 16 jurisdictions, before the Pennsylvania, Ohio, New Jersey, Kentucky, Iowa, Tennessee, Missouri, Virginia, New Mexico, California, Arizona, Idaho, Delaware, Connecticut, Illinois, and West Virginia state regulatory commissions.
Paul holds a bachelor of science in finance from The Pennsylvania State University. Active in professional associations, he is a member of the American Water Works Association, the National Association of Water Companies, and the Pennsylvania Municipal Authorities Association.
